This training programme aims to enrich and strengthen participants with new concepts, best practices and proven strategies for NEC4 contract. The contents will be based on the NEC3 fundamentals and practical issues with amendments made by the Development Bureau in Hong Kong, also with highlights on the NEC4 framework and latest changes. Upon completion of the training, participants are expected to be able to:

  • Describe the philosophy of NEC and the behaviours needed to ensure success;
  • Appreciate the use of Contract Data, Scope and Site Information;
  • Define and appreciate the roles and responsibilities of key parties; and
  • Recognise the differences and provide advice on appropriate contract strategies.

NEC4 & NEC3 ECC Accredited Project Manager
Fellow of The Hong Kong Institute of Value Management

KH is an Accredited NEC4 & NEC3 ECC Project Manager and an active NEC practitioner in Hong Kong.  He has been involving in more than 20 NEC or Target Cost projects since 2008.  He is currently appointed by Civil Engineering and Development Department as the on-site NEC consultant to provide advisory services on the Tseung Kwan O – Lam Tin Tunnel Project which has 4 works contracts using NEC3 ECC Options A, B, C and D respectively.  KH is one of the local tutors to teach NEC3 ECC Accreditation Courses.   He also runs NEC training workshops for Works Departments, local consultants and contractors.  KH was invited by the Building and Construction Authority of the Singapore government to speak at the “Seminar and Workshop on Essentials in Collaborative Contracting” in April 2018.  Participants were inspired by his “Moving Away from Business as Usual” operation model based on NEC essence and procedures.

In addition to his expertise in these areas, Harrison adeptly handles commercial contractual disputes and a wide array of general legal matters. His legal acumen extends to criminal law, where he serves as counsel on fiat and defense counsel, demonstrating his comprehensive legal capabilities.
