The Government of HKSAR has adopted the New Engineering Contract (NEC) for more than 80 public works and civil engineering projects since 2009 and will continue to use NEC in future.  Although projects benefit from the use of NEC, there are challenges and concerns in its implementation in Hong Kong, particularly in target cost contracts. The seminar will address these challenges and practical issues for effective implementation of the NEC in Hong Kong with due consideration of the Practice Notes promulgated by Development Bureau and the amended NEC core clauses.

NEC3 ECC Accredited Project Manager
Fellow of The Hong Kong Institute of Value Management

KH is an Accredited NEC3 ECC Project Manager and an active NEC practitioner in Hong Kong.  He has been involving in more than 20 NEC or Target Cost projects since 2008.  He is currently appointed by Civil Engineering and Development Department as the on-site NEC consultant to provide advisory services on the Tseung Kwan O – Lam Tin Tunnel Project which has 4 works contracts using NEC3 ECC Options A, B, C and D respectively.  KH is one of the local tutors to teach NEC3 ECC Accreditation Courses.   He also runs NEC training workshops for Works Departments, local consultants and contractors.  KH was invited by the Building and Construction Authority of the Singapore government to speak at the “Seminar and Workshop on Essentials in Collaborative Contracting” in April 2018.  Participants were inspired by his “Moving Away from Business as Usual” operation model based on NEC essence and procedures.

Harrison is a practicing barrister, a member of the Hong Kong Institution of Engineers and a fellow member of the Chartered Institute of Arbitrators. He is also an HKIAC accredited mediator and is on the Panel List of Mediators and Arbitrators of the Hong Kong Bar Association.

Harrison is a seasoned speaker who has been co-operating with local universities (HKU, PolyU, CityU SCOPE, etc.) in recent years and teaching courses of various legal topics. With more than 20 years experience in the construction industry, Harrison is dedicated to designing and teaching courses tailor-made to the construction industry for both in-house training and public courses, feedback is very positive from participants. Since July 2012, there are more than 3,000 participants who joined the courses, who are management staffs, government officials and professionals from different disciplines.
